EACC Chairperson David Oginde said politicians who finance their campaigns using proceeds of corruption, money laundering and unexplained wealth could later be pressured to reward their financiers through corrupt government deals.
At the centre of the investigation are questions surrounding the purchase of land in Kigali, acquisition of a loan without the required approvals, alleged movement of university funds, court cases involving landlords of the former Kigali campus and the whereabouts of assets after the campus was shut down.
The Senate County Public Accounts Committee has ordered the arrest of Isiolo Governor Abdi Ibrahim Guyo, citing repeated summons and an Auditor-General update that a late response to audit queries was not accompanied by physical documents needed to proceed. The committee also directed the EACC CEO to appear.
According to the petitioner, the case is not aimed at limiting the political rights of the two Speakers but rather protecting the institutional integrity and independence of Parliament.
The suspect was arrested on Thursday before being released on a cash bail of Sh50,000 pending arraignment in court.
The audit revelations come just weeks after Governor Barchok was arraigned before a Nairobi anti-corruption court to face charges related to conflict of interest, money laundering, and acquisition of proceeds of crime tied to tenders awarded to Chemasus Construction Limited. Appearing before the Senate committee on Tuesday, the governor struggled to justify the county’s payment of Sh539 million to settle pending bills lacking proper records.
Senator Chute, while addressing the Senate, claimed that SUPKEM had invited wealthy foreign partners and was preparing to hand over the mosque land for housing construction. He accused the council of abandoning its religious responsibilities and being driven by political and financial motives.
In its latest quarterly report for January to March, the EACC paints a disturbing picture of how public resources are being stolen or misused across different sectors.
NPS confirmed that the five individuals were detained following a targeted operation conducted in the area.
Residents had earlier raised alarm about suspicious movements on the land, prompting swift action from the EACC’s Lower Coast Regional Office.
EACC officers carried out a court-sanctioned search at the homes and offices of the top officials and their close associates.
The move comes after the National Assembly Implementation Committee raised concerns over irregular contracts and unfulfilled projects during Kaberia’s time in office.
