Senate orders arrest of Isiolo governor, demands he appears alongside EACC boss

The Senate County Public Accounts Committee has ordered the arrest of Isiolo Governor Abdi Ibrahim Guyo after he failed to appear before lawmakers for the second time over unresolved audit queries.

The committee, chaired by Homa Bay Senator Moses Kajwang’, directed that the governor be arrested and presented before the committee on Thursday, August 6, 2026, alongside the Chief Executive Officer of the Ethics and Anti-Corruption Commission (EACC), to provide updates on investigations and the implementation of audit recommendations.

The directive followed revelations from the Office of the Auditor-General that although Isiolo County submitted a response to audit queries, it was sent late and lacked the required supporting documents.

The Auditor-General’s office told the committee: “We received the response but not physical files, and we were unable to proceed.”

Senators questioned whether the county government had deliberately frustrated the audit process, with Kajwang’ saying the committee needed to establish who was responsible.

Nandi Senator Samson Cherargei questioned why previous directives to have the governor appear before the committee had not been enforced, while Isiolo Senator Fatuma Dullo insisted that Guyo must explain the pending issues.

The committee accused the governor of ignoring summonses without providing a valid reason for his absence.

"Was this an invitation or a summons? The governor has not sent a legitimate reason not to appear," Kajwang’ said.

Cherargei called for the governor’s arrest, accusing him of undermining the office he holds and calling for him to be brought before the committee.

"The governor of Isiolo should be arrested and brought before this committee. The IG should be able to locate the governor," he said.

Dullo accused the Isiolo administration of failing to deliver basic services, citing challenges in county operations, healthcare facilities and financial management.

She also claimed that the governor had obtained court orders to stop his arrest, but Kajwang’ maintained that the legal action would not prevent the committee from demanding accountability.

"If he chooses to go to court, it is his right, but now we demand that the governor should give us an update on this series of audits," Kajwang’ said.

Nyamira Senator Okong’o Omogeni called for the EACC chief executive to appear before the committee to provide updates on investigations.

Kajwang’ said senior county officials must account for audit concerns raised by the Auditor-General, insisting that Parliament has the constitutional authority to demand accountability.

"We have the power; all the institutions established by the people, we are the power installed by the people. Let’s not feel weak. We have the power," he said.

The committee directed that Governor Guyo appear before lawmakers on August 6 alongside the EACC CEO.
