A new Treasury tracking system is set to give the Government a clearer view of Sh2.48 trillion committed to development projects, including where the money is going, which partners are involved and how much has reached intended programmes.
The Development Partners Management Information System (DPMIS) is expected to be launched before the end of the year as Treasury seeks to improve the way development partner resources are recorded and monitored.
The system will bring together information on funding commitments, disbursements and the areas benefiting from development support. It is expected to give the Government more reliable and timely data when planning and assessing development programmes.
Treasury Principal Secretary Chris Kiptoo was briefed on the progress of the system during a meeting with Heads of Departments on Thursday.
The meeting also focused on steps required to make sure DPMIS works effectively once it is put into use.
Kiptoo directed officials involved in the project to focus on ensuring the information entered into the system is accurate, complete and available on time. He also called for wider coverage so that the platform provides a full picture of development partner support.
The PS further urged Treasury departments to strengthen the systems used to report, verify and coordinate information received from development partners.
The new platform is expected to support Government planning, monitoring and decision-making by providing a central source of information on development partner funding.
It will also help the Government establish how external development resources are supporting national priorities and projects across the country.
Treasury said the system is being developed to provide more than a record of funding received from development partners.
“It is about turning development finance data into actionable intelligence, so that better information supports better coordination, better decisions and, ultimately, better development outcomes for Kenyans,” the Treasury said.
Data currently available through the Kenya Development Partner Funding and Accountability Platform shows commitments amounting to Sh2.48 trillion. The figure includes both commitments from development partners and counterpart funding.
The platform lists 91 active development partners, with all registered partner profiles currently marked as active.
Its records cover every county in the country, providing a national picture of development partner support and the areas where resources are being channelled.
The platform indicates that 48.92 per cent of total commitments have been utilised, based on the share that has been disbursed.
It also lists 313 projects in the approved portfolio and 229 mapped locations, with all 47 counties represented.
The 100 per cent active partner share indicates that every registered partner profile on the platform is currently active.
