The arrests are part of an ongoing crackdown on pedestrians crossing busy roads at undesignated points, with NTSA warning that the practice puts lives at risk and disrupts traffic flow.
The warning comes as the authority continues to strengthen enforcement and public awareness campaigns aimed at improving road safety and discouraging dangerous behaviour on Kenyan roads.
Speaking during Friday’s operation, NTSA Assistant Director Brenda Sawe said the campaign would continue until more pedestrians embraced safer road crossing habits.
CS Chirchir cited the Road Safety Investment Plan (2025), which estimates that road crashes cost Kenya about Sh1.356 trillion in 2024, equivalent to 8.2 per cent of the country's Gross Domestic Product (GDP).
Former Rift Valley Regional Police Commander Tom Odero has been appointed to lead the new formation.
In a statement issued on Monday, the authority said the pedestrians were arrested during an ongoing operation targeting people who ignore pedestrian infrastructure and instead cross busy highways, an offence that disrupts traffic flow and exposes road users to serious danger.
In a statement released on Thursday, the Authority urged all road users, parents, guardians, school bus operators and transporters to place children's safety at the centre of their travel plans.
In a statement on Tuesday, the Authority said pedestrian safety remains a major concern, noting that pedestrians accounted for 38 per cent of all road traffic crashes recorded as of June 30, 2026.
In a public notice issued on Thursday, the authority said the road is currently being repaired in phases to address pavement damage and improve safety for motorists following concerns raised by members of the public over its deteriorating condition.
Under the system, a motorist who commits an offence such as speeding or running a red light receives an SMS detailing the violation, where it occurred, the amount payable and the period within which the fine should be settled. Those who fail to pay within seven days risk facing penalties and restrictions.
In a press statement issued on Sunday, 29 March, Cabinet Secretary Davis Chirchir said the Ministry, in collaboration with the National Transport and Safety Authority (NTSA) and other enforcement agencies, will “thoroughly investigate the circumstances surrounding this crash and take firm, decisive action against any violations.”
