Public debate erupted after data showed that a large share of SHA County Operations Managers came from only two communities. Out of 47 officials deployed to counties, 22 were drawn from those two groups, with the rest of the positions going to other communities.
Duale spoke during a strategic engagement forum held in Bomet County that drew participation from unions, private health providers, faith-based organisations and development partners. The meeting was co-chaired by Bomet Governor Hillary Barchock.
In a statement issued on Thursday, County Executive Committee Member for Health, Wellness and Nutrition Suzanne Silantoi said the county has been in continuous talks with health sector unions while implementing reforms aimed at improving conditions for healthcare staff.
Murang’a County had been pursuing Sh327 million in outstanding reimbursements, with SHA acknowledging Sh207 million as owed. From the meeting, it emerged that SHA will immediately release Sh47 million by January 14, while the remaining balance will be settled in phases.
The group cited ongoing strikes, delays in Social Health Authority (SHA) approvals, limited specialised services in Level 5 and Level 6 hospitals, and the exploitation of patients through unsafe practices as major challenges facing the health sector.

The move is designed to help healthcare providers maintain uninterrupted services as the festive season approaches. It is part of SHA’s ongoing efforts to improve claim accuracy and streamline facility contract management under the Social Health Insurance system.
Chairperson Abdi Mohamed said the appointments will be instrumental in optimising the benefits administration and accelerating the processing of claims, reinforcing the Authority’s commitment to transparency and financial protection for all Kenyans.
In a press statement dated December 17, 2025, Health Cabinet Secretary Aden Duale said the government remains focused on delivering quality Universal Health Coverage (UHC) in line with Article 43 of the Constitution, which guarantees every Kenyan the right to accessible and quality healthcare.
According to an update issued by the DCI on Wednesday, the probe is being conducted by detectives from the Investigations Bureau at the agency’s headquarters and targets multiple health facilities spread across several counties.
Duale said some doctors employed in public facilities are deliberately redirecting patients to private hospitals where they also practice, while neglecting their duties in government institutions that pay their salaries.
Registration and Compliance at the county coordination level will be handled by Geoffrey Mwangi Thiaka and Anab Sharrif Mohamed, while Minnie Wanja Gitau and Faith Sitoi Tonkei will take charge of the broader Registration and Compliance designation.
