Speaking on Thursday during the launch of the Usalama Cover, which formally onboards officers from the National Police Service and the Kenya Prison Service onto the Public Officers Medical Scheme Fund under the Social Health Authority, Murkomen said the government has significantly improved officers’ welfare and now expects professionalism in return.
Speaking during the launch in Nairobi on April 2,2026, Duale described the move as “a monumental milestone in the realization of universal health coverage,” noting that the new package is designed to address the unique risks faced by uniformed officers.

The authority assured that the transition would be seamless, with the current cover remaining valid until 11:59 p.m. on March 31 and no interruption in care for officers or their dependants, including those already hospitalized.
In a notice sent to contracted healthcare providers, SHA said the funds are intended to ensure hospitals and clinics can continue offering uninterrupted care while strengthening the national health insurance system.
SHA highlighted that deductions must be submitted by the ninth day of the month following salary payments. Any delay in remittance could prevent employees from accessing healthcare under the scheme.
The Health CS said the government is prioritizing preventive and promotive healthcare services, particularly routine screening for blood pressure and blood glucose at community and primary healthcare levels.
CS Murkomen said preparations for the shift are already underway to ensure that officers continue receiving healthcare without disruption.
Health CS Aden Duale has warned SHA-contracted hospitals in Kenya against denying patients treatment over system issues or payment delays, saying facilities risk suspension and loss of operating licences.
In a statement issued on Monday, the group’s president, Ahmed Yakub Kalebi, issued the warning following the closure of several facilities over fraudulent claims linked to the former National Hospital Insurance Fund (NHIF) and the Social Health Authority (SHA).
The warrants were granted after Prosecution Counsel Joyce Olajo moved to court, informing the magistrate that the accused persons had failed to appear to take plea on charges earlier approved by the DPP.
The warning followed discussions with Health Executive Suzanne Silantoi, who assured the committee that most union concerns have been resolved, with the remaining matters progressing steadily. She said it is unfair for the strike to continue while solutions are being implemented.
