According to Zelensky, Ukrainian and American negotiators have already aligned on “90%” of a 20-point peace plan aimed at ending the conflict.
The Russian offensive targeted Kyiv’s civilian and energy infrastructure, with President Volodymyr Zelensky reporting almost 500 drones and 40 missiles aimed at the capital.
Zelensky said the meeting is expected to take place on Sunday and will centre on a US-backed peace framework that contains 20 key points, alongside separate proposals dealing with security guarantees for Ukraine. He said the talks could play a decisive role as negotiators push to finalise the plan.
According to Russia’s Investigative Committee, the two traffic officers had noticed the suspect and moved to detain him when an explosive device detonated. The officers succumbed to their injuries on the scene, along with another person who was nearby at the time.
Russia now controls around 75% of Donetsk and nearly all of neighboring Luhansk, regions collectively known as Donbas. Russian President Vladimir Putin has warned repeatedly that Ukrainian troops must withdraw from all of Donbas, rejecting compromise in any potential peace deal.
President Volodymyr Zelensky said the repeated assaults were aimed at cutting Ukraine off from maritime routes that are vital for trade and supplies. He said Moscow was trying to block the country’s use of sea-based logistics by hitting ports and nearby infrastructure.
Russia’s Investigative Committee said Lieutenant General Fanil Sarvarov died on Monday morning after an explosive device planted under a car detonated.
He insisted that the process remains the exclusive prerogative of Ukrainian citizens and authorities, even as the country continues to grapple with the realities of war.
Earlier this month, Putin declared that Russia has no intention of waging war in Europe but claimed it could act immediately if Europeans chose confrontation. On Friday, he added that further invasions would not occur “if you don't cheat us like you cheated us with Nato's eastward expansion”.
President Volodymyr Zelensky warned on Tuesday that Russia sees the winter cold as one of its most dangerous weapons. "Every night Ukrainian parents hold their children in basements and shelters hoping our air defence will hold," he told the Dutch parliament.
The frozen funds, totaling up to €210bn, have been held in the EU since Russia launched its large-scale invasion of Ukraine in February 2022. Most of the money is stored at Belgium’s Euroclear, and EU leaders hope to finalise a plan at next week’s summit that would channel the money to Ukraine to sustain its economy and defence operations.
