The governor, who has represented several election petitions over the years, said his experience handling post-election disputes had convinced him that voters should take greater responsibility in defending the integrity of elections.
IEBC said the vote counting process would begin immediately after polling closed at 5 pm, with presiding officers opening ballot boxes and counting votes at polling stations in full view of agents, observers and the media.

Among the changes under consideration is a proposal to repeal Section 21 of the Election Offences Act to allow IEBC to prosecute election-related offences. The commission argued that dealing with such offences is a function that should rest with the electoral body instead of the Office of the Director of Public Prosecutions.
The Independent Electoral and Boundaries Commission (IEBC) said the verification system is currently limited because the process of organising voters into specific streams has not been completed. The commission noted that this step will only be undertaken after the current registration phase comes to an end.
Voting will be conducted using biometric verification through KIEMS kits, with polling stations operating from 6 am to 5 pm Any time lost due to delays in opening will be compensated, and voters in line at closing will still be allowed to cast their votes.
According to the Elections Act, presiding officers must open ballot boxes and count votes at the polling stations in an open procedure that allows public scrutiny. Agents can photograph official results forms, and each station is required to display its tally for public viewing.
