In his maiden address to journalists in Nairobi following his appointment on Wednesday, Owino urged the media, government and the public to work together to promote national cohesion and ensure political claims are scrutinised and backed by facts and data.
His programmes developed a loyal following, especially during the 1990s and early 2000s, as his distinctive presentation style made him one of the familiar voices on Kenyan radio.

The senator also dismissed suggestions that there was a "mole" at State House after Democracy for the Citizens Party (DCP) leader Rigathi Gachagua predicted earlier in the day that President Ruto would use the address to unveil a successor to Vision 2030.
As part of efforts to make its services more accessible, the commission is working with the Ministry of Public Service and Human Capital Development to establish reporting desks within Huduma Centres in all counties.
Muthoni stressed that transparency and collaboration between government institutions, the media, and the public are key to achieving inclusive and sustainable development.
His appeal followed a difficult week for the commission, which was placed under sharp criticism after the November 27 by-elections.The vote was marred by claims of violence, intimidation, bribery and ballot stuffing in some areas, leading to public attacks from Opposition leaders.
During the 2020–2022 period under review, the commission documented 23 online censorship cases and 11 offline ones.
In their petition, the groups argue that the government directive, issued through the Communications Authority of Kenya, infringes on Articles 33, 34, and 35 of the Constitution, which safeguard freedom of expression, media independence, and access to information.
