Nakuru, Wajir, Nairobi, Siaya and Mandera recorded the largest shares of manual payroll payments among the counties flagged in the report. Meru, Elgeyo Marakwet, Kitui, Busia and Lamu were also among the counties that continued to process substantial payments outside the Human Resources Information System (HRIS).

The attack took place near Omar Jillo Centre along the Mandera-Arabia Road in Mandera County, an incident that has raised concern over growing insecurity in the region and fears of retaliatory violence between communities.
Speaking during a public address on Sunday, the Mandera Woman Representative claimed local communities had endured intimidation, insecurity, and disruption of daily activities due to the presence of the forces in the area.
Mandera County IEBC coordinator, Aadan Harar, said the commission had achieved about 73% of its 25,000-voter target across Mandera’s six constituencies.

Ruto said his administration is working to correct “60 years of neglect”, adding that northern Kenya should receive the same level of attention and access to government programmes as other parts of the country.
The office was inaugurated by Mandera North MP Major (Rtd) Abdullahi Bashir, who praised the Department of Civil Registration for decentralizing crucial services.
