Nairobi Governor Sakaja Johnson says public institutions owe the county Sh2.7 billion in unpaid land rates, including arrears attributed to police stations, prisons and military barracks. He spoke during a Senate committee appearance and discussed enforcement and revenue-collection reforms.
Speaking on Citizen TV on Sunday, the governor said the county had gone to court over the land rates and obtained a ruling confirming its right to levy charges on parts of the land occupied by the company.
Nairobi City County Revenue Authority warned that failure to clear the arrears could attract enforcement measures allowed under the National Rating Act 2024. These include attachment and auction of property, listing with credit reference bureaus and any other lawful recovery action.
Developers are required to obtain necessary approvals before construction, while tenants in county housing must pay rent by the 5th of each month. Citizens are encouraged to use digital payment platforms for efficiency.
Speaking at City Hall on Tuesday, Receiver of Revenue Tiras Njoroge explained that the waiver was extended to accommodate landowners who turned up before the previous deadline.
For properties in flat rate zones, charges will range from Sh2,560 annually for land up to 0.1 hectares, increasing incrementally to Sh4,800 for plots exceeding 0.4 hectares. Properties valued through the 2019 Draft Valuation Roll—including residential, commercial, and agricultural plots—will be billed at 0.115 percent of their unimproved site value (USV) per year.
