The directive was formally communicated through a special gazette notice dated October 31, 2025, signed by Interior Cabinet Secretary Kipchumba Murkomen. The notice states that the waiver takes effect immediately and applies to all citizens seeking a replacement of their national ID cards.
Speaking at the National Registration Bureau (NRB) headquarters in Nairobi on Friday, Murkomen said, despite reforms including the deployment of technology, many citizens have yet to collect their IDs totaling 400,000.
Huduma Kenya issued a notice on Wednesday indicating that 82,506 IDs, 57,444 driving licences, and 22,524 birth certificates are ready for collection nationwide.
During the raid, a suspect was taken to a house in Bula Kartasi Estate, where officers recovered a Glock pistol with 17 rounds of ammunition.
Murkomen said the machines, called Mobile Live Capture Units, are portable, battery-powered devices that electronically capture the biometric data of applicants and transmit it for immediate processing.
