Speaking to Radio Generation on Monday, Okwayo said the initiative is part of Kenya’s commitment to universal health coverage, which seeks to ensure people access essential health services.
According to the ministry, all 6,427 public Level 2-4 health facilities have successfully transitioned to HMIS, while several higher-level, private and faith-based facilities remain at different stages of the migration.
The Health CS said public and county hospitals operating at levels two, three and four had already made the switch. Private and faith-based health facilities that have not completed the process are expected to do so before the deadline.

Digital Health Agency (DHA) Chief Executive Officer Anthony Lenaiyara gave the figures during the National Health Summit at the Kenyatta International Convention Centre (KICC) in Nairobi, where he defended the government’s spending on digital health and explained how technology is being used to manage SHA services.
In a public notice issued on July 21, SHA said the Primary Healthcare benefit package covers the complete episode of care, including consultation, diagnosis, clinically indicated investigations, treatment and prescribed medicines in line with the Ministry of Health treatment guidelines.
The outage, caused by a critical system failure on March 1, 2026, has halted essential healthcare service delivery and affected facilities that rely on the system for approvals.
