The planned promotions come at a time when concerns over delayed career progression have dominated discussions within the teaching profession, with teachers and school administrators calling for more opportunities to move to higher grades.
MPs on the National Assembly Budget and Appropriations Committee raised concerns during 2026/27 budget scrutiny over delayed teacher pensions, lack of insurance provisions and capitation shortfalls. They backed increased support for TVET, school feeding, infrastructure and special needs reforms.
The union says the proposed Collective Bargaining Agreement is meant to correct long-standing gaps in pay structures and bring uniformity across commissions. It wants comprehensive discussions covering salaries, allowances, welfare provisions, union rights, and general working conditions.
According to him, the State Department for Public Service and National Treasury initially put the outstanding adjustments at Sh450 million. After applying an SRC circular in February 2026, the new figure stands at Sh330 million, though the union disagrees with this assessment.
Kenya’s Teachers Service Commission has proposed a Sh422.9 billion 2026/27 budget, targeting recruitment of 16,000 teachers, intern conversions and key education reforms to ease staffing gaps in public schools.
At the centre of the dispute is the failure to negotiate and conclude a Collective Bargaining Agreement (CBA) since 2015. KAWU said the last CBA lapsed more than a decade ago and that subsequent negotiations have stalled due to management’s alleged refusal to engage.
KCAA said it will continue to work with KAWU and other stakeholders to find a mutually acceptable solution while maintaining safety and operational efficiency in Kenya’s airspace.
