The key issues include the planned transfer of Universal Health Coverage (UHC) staff to counties without guaranteed funding and ongoing delays in county fund disbursements.
CS Duale said the vaccine shortage was caused by a delay in releasing Sh930 million in co-financing funds to Gavi, the global vaccine alliance.
CS Duale said the scheme, which was meant to offer health insurance to students in public secondary schools, had been misused and had become unsustainable.
Tuesday's protest, organized by the Kenya Union of Clinical Officers (KUCO), saw the workers camp at the ministry’s main entrance for several hours.
CS Duale outlined the plan, which includes transferring the payroll and budget responsibilities for UHC staff to county governments by July 1, 2025.
The committee had been established under Gazette Notice No. 4069 dated March 28, 2025.
The partnership focuses on delivering coordinated technical assistance and enhancing the capacity of health and social systems.
Duale underlined the importance of formal land ownership in the health sector.
The Kenya National Union of Nurses and Midwives (KNUNM) has dismissed a recent government directive that was meant to bring the standoff to an end.
This development also represents a major advancement in reinforcing the country's national health security framework.
The resolution also addressed the future of the health workers currently employed under the program.
