According to the reports cited by The Standard, audits tabled before the National Assembly in August found cases involving unauthorised levies, spending without proper supporting documents, failure to collect outstanding fees, unexplained cash withdrawals, unapproved bank loans, weaknesses in procurement systems and questionable investments by some schools.
The Speaker urged the legislators to take an active role in the discussions rather than simply attend, arguing that Kenya had an established record of contributing to Commonwealth parliamentary affairs.
The Statutory Instruments (Amendment) Bill (Senate Bill No 10 of 2024) seeks to give citizens a formal channel to petition Parliament when public bodies do not prepare the rules needed to give effect to legislation within the required timelines.
The reforms come as the National Police Service continues to face demands for more officers, improved infrastructure and modern equipment
Speaking on Radio Generation on Monday, Mokku said the recall mechanism had become an “uphill battle” because lawmakers were responsible for passing the legislation required to give effect to the constitutional provision.
