The Social Health Authority (SHA) has opened a fresh contracting process for healthcare providers, requiring facilities seeking to offer services under the new health financing system to submit new applications through its E-Contracting Portal.
The portal officially went live at 3pm on Thursday, September 17, 2026, and will be used to process applications and contracts for providers seeking to participate in four health funds: the Primary Health Care Fund (PHCF), Social Health Insurance Fund (SHIF), Emergency, Chronic and Critical Illness Fund (ECCIF), and Public Officers Medical Scheme Fund (POMSF).
SHA Chief Executive Officer Dr Mercy Mwangangi said all healthcare providers must make fresh applications through the portal following its official launch.
“The SHA E-Contracting Portal is officially live as of today, Thursday, 17th September 2026 at 3:00 p.m. (EAT),” the authority said in a notice to healthcare providers on Thursday.
SHA clarified that applications submitted before the official launch were only part of the portal testing process and will not be transferred to the new contracting cycle.
“As previously communicated, any applications submitted through the portal before the official launch were for testing purposes and will be archived,” SHA said.
Healthcare providers who had already submitted their details during the testing period have therefore been directed to begin the application process again and provide their information and supporting documents through the portal from 3pm on Thursday.
“All healthcare providers are therefore required to submit fresh applications through the E-Contracting Portal from 3:00 p.m. on 17th September 2026,” the notice said.
The authority has urged providers to carefully check the information and documents provided during the application process to ensure they are complete and accurate before submitting their applications.
The fresh contracting process comes as SHA continues to roll out the Social Health Insurance system and put in place arrangements for healthcare facilities to provide services through the different health funds.
The four funds included in the contracting cycle serve different areas of the health financing system. They cover primary healthcare, social health insurance, emergency services, chronic and critical illness treatment, and medical cover for public officers.
Healthcare providers interested in taking part in the new contracting cycle can access the E-Contracting Portal through the SHA website.
